Contract Information
B1. Can you explain what the new contract is about?
Los Alamos National Laboratory has recently issued a new contract to COMPA Industries to provide Workforce Management Solution (WMS) for contract labor.
All of the current staff augmentation contracts currently held at LANL will be consolidated under this one new subcontract.
COMPA is also responsible to provide Vendor Management Software that will help improve and enhance the acquisition process for contract labor at the Laboratory.
B2. How will my assignment be affected with this change?
Your assignment should not change with the contract transition as long as the LANL group still needs your support. Staff augmentation contract employees will still need to apply to COMPA for assignment under the new contract.
B3. What will the length of assignments be?
The length of any staff augmentation assignment is always dependent upon the staffing needs of the LANL group. Contractually, there is a clause entitled “Subcontractors – Two-year Single Assignment Rule” that affects staff augmentation employees.
This policy says that a staff augmentation contractor can not work on the same assignment in the same group for more than 2 years. They can continue to work but it must be another assignment. This policy is under current review by the Laboratory. For detailed information please reference recent LANL management memos.
B4. Is my job secure with this change?
Your job status as a contractor to LANL will remain the same. It is still dependent upon the staffing requirements of the Laboratory.
Pay
D1. How will my pay be affected with this change?
The change in the contract should not affect contractor pay rates.
D2. What are the paydays? Will I be paid weekly or bi-weekly?
You will be paid every other week in accordance with the payroll schedule at the Laboratory. The official payday is the Friday following the end of a work week.
D3. Will the time reporting change?
Yes. There will be a new time reporting system through the VMS. You will be given instructions on the new system.
D4. Will we receive offer letters?
As part of the new hire process, COMPA will give each new contract employee an offer letter at the time of new hire enrollment.

E1. Can I roll over my existing 401K to your pension plan?
In accordance with federal guidelines, you will be able to roll over funds from existing pension plans to the plan of a new employer.
E2. What is the cost of benefits?
Please reference the benefits summary sheet. Specific costs for family coverage for health, dental, vision and life insurance will be finalized after an employee census is completed. There is no cost for single HMO coverage.
E3. What is the open enrollment time frame if I want to change down the line?
Open enrollment for health insurance occurs at time of new hire and on an annual basis after that.
E4. How are the benefits changing?
Please reference the summary of benefits available on the Benefits Info and Forms web page. More specific information will be provided regarding insurance coverage after we have conducted an employee census and finalized the contracts with the insurance carriers.
E5. How is COMPA meeting the contracted Wage Determination which stipulates of $3.24 for Health & Welfare by only offering $2.72 per employee if an employee opts out of Medical Benefits?
Under the guidelines of the US DOL Wage and Hour Division, COMPA exercised its right to meet its the Health & Welfare Wage Determination obligation via a combination of “Bona Fide” Fringe Benefits and predetermined cash payments in a published systematic method. According to the guidelines, COMPA is allowed the discretion of determining the exact dollar amount of the payout as long as the total payout in combination with paid out “Bona Fide” Fringe Benefits equals the total amount required by the Wage Determination. The determined cash payments are to be paid out per hour of compensation up to 40 Hours per payroll period. The “Bona Fide” Fringe Benefits are paid out over time, but not less than quarterly. COMPA will contribute these “Bona Fide” Fringe Benefit amounts to third party administrators per BI-Weekly payroll and reconciled with actual amounts due, quarterly. It should be noted that COMPA developed the COMPA LANS VMS Health & Welfare Compensation Program in accordance with the Service Contract Act CFRS and US Department of Labor(DOL) guidelines to meet the Wage Determination requirements. In addition COMPA had a Senior Investigator from the US DOL Wage and Hour Division preview the mechanics for compliance.
